17/01112/NMA | Non material amendment sought to planning permission 15/01644/FUL for alterations to parapet and additional window openings for replacement garage. | 18 Grosvenor Road Southampton SO17 1RT

 

I’m writing on behalf of Highfield Residents’ Association to request that the non material amendment proposed above be referred for a new application.

 

It departs substantially from the building permitted with conditions in 2015. The extra windows and reduced garage entrance give it the appearance of a dwelling, not a garage.

 

A condition was imposed on this application disallowing overnight stays. Mr Meldrum has apparently stated that he intends to rent out his house and live in the garage. It is said to have an en suite.

 

The appearance of the building is totally out of character with the area. The castellated feature is very obtrusive and out of place. The height of the building was described as one and a half storeys in the permitted application, but the additional windows give it a very different, domestic appearance. The whole effect in the context of the area is startling. These are material amendments.

 

We feel that this building no longer meets the local area plan in respect of SDP7 Context and SDP 9 Scale, Mass and Appearance, to which it was considered to conform in the permission given to 15/01644/FUL.

 

We request that a fresh application is submitted.
