Portswood Centre Planning Application 25/00678/FUL – deadline for further comments 23 October 2025

An important and major student accommodation development is currently subject to a Planning Application. This is the Purpose Built Student Accommodation to replace the Portswood Centre at 128-150 Portswood Road. HRA and many members submitted objection comments to the plans at that first stage.
HRA was advised this week that further information had been received by the Planning Department in connection to this application. If you have time to look, this is the link I have:
Planning Application: Purpose Built Student Accommodation to replace the Portswood Shopping Centre
All new information is dated 9 October.
Further comments have to be received by 23 October. If you have comments to make, please submit them. Such a major development would significantly change the face of Portswood and it is important that residents’ ideas and opinions are included.
Currently there are 57 comments attached to the Application. Below is a suggested new anonymous statement submitted following the ‘further information’ as an illustration. HRA is concerned that comments so far have not been considered important enough by the developers or that PBSA as a whole has not been rationalised in a Local Plan.
“I have reviewed the resubmitted plans, elevations and sections of the proposed development of the Portswood Centre. The only changes seem to be minor updates to the landscaping in the central amenity and a small increase in the commercial provision in Building A. NONE of the comments I made previously, concerning the oversized nature of the building, its huge visual impact and the concomitant problems it will bring with traffic generation, road safety and lack of parking provision have been addressed.
Indeed, have the developers been in discussion with the University regarding its plans for student provision? It would seem beneficial for an overall plan for student residences to be developed before any such development, such as that proposed for Portswood, be considered.
My objection remains on the same basis.”
