Southampton Demonstrations: Key individual networks (KINS) update from A/Inspector Richards, Southampton North Neighbourhood Policing Team – Planned Protest taking place on Friday 14 November 2025

 

“Dear all,

 

I wanted to update you regarding the protest expected to take place on Friday, 14 November 2025, outside Highfield House Hotel from 1700 hours.

 

We anticipate attendance from both demonstrators and counter-protestors. Please be assured we are aware and understand your concerns and frustrations, and I want to reassure you that we take these events very seriously.

 

Our approach is continually reviewed before, during, and after each protest to keep everyone safe and address any unlawful behaviour. Where offences occur, we will investigate and take action.

 

There is a common misunderstanding that the Police or local authority authorise protests or marches. This is not the case. People have a legal right to protest under the Human Rights Act (ECHR Articles 9, 10, and 11), which protect freedom of thought, expression, and peaceful assembly—even if views expressed are offensive or shocking. Article 10 states:

 

“This can include the right to say things which, though lawful, others may find disturbing, upsetting or offensive… It can extend to the right to say things which may shock or disturb the listener” [Source: UK Government Joint Select Committee guidance on Freedom of Speech].

 

Specialist and local officers will be deployed, and resources scaled according to risk. For example, during the 26 October protest, mounted units and additional officers were used to manage the route safely. Under Sections 12 and 14 of the Public Order Act 1986, we can impose restrictions to prevent serious disorder, damage, or disruption. These powers are reviewed regularly and applied when necessary, as on 26 October when a route restriction was imposed.

 

Current protests at Highfield House and Portswood High Street do not meet the threshold for further restrictions, but this remains under review.
