I am writing to provide an update on the protest activity that took place on Friday, 23 January 2026, outside The Highfield House Hotel. The demonstration involved both protestors and counter‑protestors. At the conclusion of the event, those in attendance gathered in their respective groups and proceeded to walk up the High Street on opposite sides. Officers managed their movement proportionately, with the aim of minimising disruption and maintaining public safety.
In advance of the event, dispersal powers under Section 35 of the Anti‑Social Behaviour, Crime and Policing Act 2014 were pre‑authorised. This decision was based on a balanced assessment of potential risks and the need to protect both the public and individuals’ lawful right to protest. These powers were available should behaviour escalate beyond peaceful protest, enabling officers to respond swiftly and proportionately. On this occasion, the powers were not used and no arrests were made.
We recognise that noise associated with protest activity, particularly the use of megaphones and chanting, can affect residents and businesses. Officers continue to engage with individuals on both sides of the demonstrations to highlight these concerns and routinely encourage participants to be mindful of the impact on the surrounding community. For clarity, chanting and the use of megaphones are permitted at lawful protests under the right to freedom of expression, unless the content becomes threatening, incites hatred or violence, or constitutes targeted abuse towards an identifiable individual. In such circumstances, police intervention may be necessary either at the time of the incident or post‑event, subject to a dynamic assessment.
With regard to the use of police powers during protest activity, each demonstration is assessed on its own merits. Officers consider all relevant legislation and determine whether the legal threshold for specific powers is met. This is why certain powers may be used on one occasion but not on another.
We will continue to monitor the situation closely and act proportionately to uphold both public order and civil liberties. Where legal thresholds are met for the application of further conditions or enforcement, those powers will be used appropriately.
