Anti-social behaviour and the enforcement of the Public Spaces Protection Order in Portswood High Street

Hello everyone,

It was agreed at the HRA Committee on Tuesday 7 April that HRA’s Chair, Professor Roger Brown, would contact the Council and the Police regarding responsibility for and to beef up the enforcement of the Public Spaces Protection Order (PSPO) using the valuable information provided through the WhatsApp Group, due to the significant rise in street drinking and other anti-social behaviour incidents in Portswood High Street. He has now written to them at quite a high level.

The data the WhatsApp Group has reported was very appreciated by the HRA Committee and we have been asked if we could continue reporting and collecting data relating to ASB in Portswood (alongside our usual other reportings), so that I can compile a detailed and ongoing report specifically relating to this, in order to put pressure on the authorities to get a result.  I would like to suggest a more structured approach to the way the data is collected. Could I please ask that when reporting ASB in Portswood in the Group, you include the following:

Date (and approximate time if possible)
Location (eg outside Boots; in the seating area outside former Flagship Coffee, etc)
Type of anti-social behaviour (eg street drinkers, abandoned street furniture, drugs etc)
Which authority you reported it to (ie Community Safety or the Police)*

*Enforcement of the PSPO sits with Community Safety and the Police. If in doubt which authority to report to, ASB incidents should be reported to both authorities if you can but to one if you cannot. You will find the reporting details for ASB incidents here:

If you report to Community Safety, it would be helpful if you could please copy me into your emails.

In addition to the above, if you know of anyone outside the Group who has reported ASB in Portswood, could you please ask them for the details so that these can be added to my list/report (anonymously).

Thanking you for all your contributions.
