E-scooters – what is legal and what is not, from Southampton Police on Facebook (17 April 2025)
Posted by Highfield Residents' Association on Apr 21, 2025 in Crime Incidents, Crime Prevention Advice, News | 0 commentsAs the sun comes out and e-scooters hit the streets, it’s more important than ever to know the rules before you ride.
Whether you’re thinking of buying your own or hopping on a rental like Southampton’s coral-coloured Voi scooters, here’s what you need to know:

You cannot use privately owned e-scooters on public roads, pavements, or cycle lanes. They’re only legal on private land with permission. Using them in public can lead to fines, penalty points, or even confiscation.

These are legal on public roads (not motorways) and cycle paths – not on pavements.
Key rules to follow on rental scooters:
– Must hold a valid or provisional driving licence
– Only one rider per scooter
– Insurance is included by the operator
– You’re subject to the same road legislation as any car – that includes no drink driving, speeding, or using a mobile while riding
– Follow in-app safety guidance

– Helmets are strongly recommended
– Wear light or reflective clothing
– Don’t ride distracted or overloaded
We are actively monitoring e-scooter use – if you’re caught using a private e-scooter on public roads, you risk being stopped, prosecuted, and having your e-scooter seized.
Know the rules, share them with friends, family, colleagues, and ride responsibly.
