Anti-social Dispersal Order

Suggestion from LN: Portswood would benefit from a Dispersal Order. It comes under the Anti-Social Behaviour Act. Police Officers can direct people to leave an area and not return for usually 48 hours. Refusal is grounds for arrest etc. This requires proactive input from local police to issue and monitor.
